FSF makes GPLx ( x = 1, 2, 3, ... ) and anyone can copy and use the *VERBATIM* version of it. If one changes the GPL, then it is not a GPL anymore. FSF recommends that one should state that "this sw is "licensed" under GPLx or further versions... at your opiniions". In fact many vendor does dual-license. Perl and most of its modules are dual-licensed, MySQL, Qt are also dual-licensed.
