I would bet that there's a lot more people at Valve that read this list than you would think, even if they never reply to a single post. I know a couple of people here at Gearbox that read this list and it's been a LONG time since any of them have posted anything here, but they're still lurking. Don't assume that because they aren't replying that they aren't listening. It's just that sometimes people say more than they should have and get in a little bit of hot water.
