Manually placing portals and occluders is one thing.  Manually editing
the PVS set is another.

it actually would be kinda neat to be able to do that with HL (or even
hl2 for that matter)  for extra tweaking that precomputing just isn't
always that great for.

ie: there are plenty of instances where stuff could be blocked off, but
the tools decide it can see (because of what botman said) even though
the player can never possibly see it, so having complete control over
where the portals are.. and what can be seen would be REALLY handy.
