I don't know if it works the same way on Src servers and hld servers but on my hlds any setting of sys_ticrate (not ticrate) above 66 causes strange behavior like slow motion bots and bots that won't fall when they die. I know Src and HLds are two different animals but the common thread is the bots. Maybe there is a connection. Sorry if this is no help at all.
