You can duplicate the effect of the simplest booster (the kind I was
describing) by running media player in the background; its effect is to make
the default timer the high-precision multimedia one as opposed to the
coarser-grained standard one.  The srcds server on windows doesn't (or
didn't?) seem to specify and leaves it up to windows; by running those
programs, this made the server use the higher-precision timer, which meant
that higher fps were achievable since with the default timer the server was
"oversleeping" due to rounding.

It didn't change the behaviour of the timer or make it sleep for a
deliberately smaller amount of time. 

Even if there's no reason to try to get a higher fps reported, might it not
be a good idea to make the srcds server use the higher precision timer by
default anyway?
