the same that worked before / people suggested to set there in the past, just set both gamemode_mvm and mm_servermode to 1 - we have these and traffic from mvm matchmaking is still somewhere circa 40% as before all the updates started to roll in then again, only on official maps you'll get players from valve..
the trick is that the server likes to switch the modes on its own - or at least it did in the past when valve started to add matchmaking related changes to the game "as preparation" - and you have to enforce those values somehow (writing a plugin that checks it and re-sets it, etc) .
