The problem is that the lock doesn't work if pingbooster 3 is 
used...that's the point.  With pingbooster 1, it does stay locked.

Pingbooster 1 with -sys_ticrate at 200 = 200fps
Pingbooster 3 with -sys_ticrate at 200 = 100fps (unless you then issued 
rcon sys_ticrate 200...then it will cap at 200 and no more)

They removed alias, which allowed us to lock the ticrate and prevent 
changing the number at all (up or down).  I'd expect, and want, the same 
functionality from -sys_ticrate otherwise its worthless.
