Maybe it is just me but I have noticed that -sys_ticrate in the command line on a fully updated server isn't doing anything.
If utilizing pingbooster 1, the -sys_ticrate works great (or if no pingboost is utilized). If pingbooster 3 is utilized, the -sys_ticrate command is ignored and the value is defaulted to 100. If say, -sys_ticrate is set to 500 and pingboster 3 is used, the fps will show 100....but...if you then rcon the sys_ticrate to 500 the fps will show 500...if you change the sys_ticrate via rcon to 1000 it will still cap at 500. It seems that with pingbooster 3 in effect, you also have to issue the regular sys_ticrate command from rcon to get the server to the proper ticrate (and even then it can always be changed). Perhaps this doesn't make much sense, but it does seem that the -sys_ticrate switch is borked with pingbooster 3. I can only get the -sys_ticrate switch to work with pingbooster 1.
