IIRC this is true if the modem is not a router aswell, if it's a modem/router/4 port combo like the E-Tech ones we usually use here in the Netherlands (and which I usually install at peoples homes, wireless or not) than the ISP gets the first available MAC address which is the router, meaning you can use as much computer's as you want, and even move the modem/router.
I have a USB/Ethernet modem from CompuServe, which only accepts one MAC address now. I've tested that.
I had a similar issue with UPC cable modem earlier. It'd only accept one MAC address, so if I wanted to change the computer, I had to "spoof" the address.
Anyway, right now the accepted address is the same MAC address as the respective Ethernet port from AirPort Extreme Base Station (I took care of that), but for some reason the station won't get a proper address by DHCP from the modem anyway. It ends up with the "private" address which means something did not work.
As far as I know this is quite common here, in the Netherlands.
