Those are very interesting numbers.

70-80% uptime means that you cannot get a connection between 73 and 110 days per year! And at even 95% you speak of downtime of more than 18 days per year!

I don't have figures from Denmark where I live, but my experience with ADSL where I live is that within the past 3-4 years I have noticed two network breakdowns amounting to 45 minutes and one day of local downtime at my place because of a broken ADSL-Modem. They should have supplied me with an extra, should they!

I am certain that there would be an outcry if we reached those levels of downtime here, and that goes for both ADSL and cable modems.

I have not been able to find the hearing transcripts that you refer to, and am very interested to read them. Google is sometimes a far too generous friend ;-) could you find the links in your browser history?

Excluding major natural catastrophies, POTS systems provide, by nationwide average, 99.99% uptime. They actually do 5-nines (99.999%) in many areas (a bit over 5 minutes of downtime per year). #1 outtage cause: Vandalism - people taking hatchets to cables etc.

xDSL has yet to get over 95%.

And cable modem systems are in the 70 to 80% range.

Due to the higher dependance on IP networks (especially for VoIP), the Bells and Cables are supposedly working hard to improve these numbers. Since they've been dragging their feet, their hands may be forced by FCC rulemaking over the next year or two.

IMO, the Bells have a much easier task because most of their outtages are last mile. The Cables have serious infrastructure issues.
