Terry,

IMail does what it is supposed to with regards to MX record usage. What is
happening here is the primary MX machine is sending a 421 error which is a
transient error and means try again later. Since there is a response (albeit
an error condition) IMail will re-queue until there is a correct response,
or no response at all (then it  will go to the next MX), or the number of
tries is reached and the message is bounced.

You are correct putting the IP address for a subsequent MX in the Hosts file
as a workaround.
