You have a crazy need for a fax server.

GFI  is  a  very solid product. ZetaFax is excellent, more flexible on
the  customization  side  than  GFI.  I  recommend  *against* Castelle
(appliance  server solid as expected, client a little shaky), FAXServe
(the reverse).

There are some cheapies/freebies/open-sourcies that are well-regarded.
