We've already applied the fix here that was described at
http://www.declude.com/dq.htm, with no luck. The problem is still occuring.
That's quite possible -- the registry entry mentioned there is the one that Microsoft recommends changing. That's the best advice that Microsoft has, without changing the way the software works.

I'm not inclined to have to install other software, so that the expensive
piece of email server software works.
Then you will have to deal with the problem. <G>

I have had many other email servers running on 2K server, without this issue. It only happens with IMail.
Yes. The URL above should explain why (the "Microsoft Mystery Resource" is used up by service-started processes, not threads). Other mailsevers with the same architecture as IMail will have the problem; others will not.

It seems IPSwitch needs to fix this bug,
Actually, it is really a Microsoft bug (they don't document the resource, so it is impossible to fix with 100% certainty; also, if Microsoft handled the depletion of the resource properly, it would just delay some E-mails rather than depleting resources further.

There is one thing they can do that would help the problem (a flag that can be used when starting new processes). Microsoft says this will fix the problem, but it won't with 100% certainty. Until Microsoft documents the resource, there isn't anything that will be able to completely eliminate the issue.

2K server has been out for almost 3 years now.
And NT much longer (the same problem is in both NT and Windows 2000).

Could it be true that IPSwitch isn't even aware of this problem?
No -- it has come up before (I first encountered it about 3 years ago). They do mention it very briefly in the Knowledge Base at http://support.ipswitch.com/kb/IM-20000316-DM01.htm (the second paragraph in the answer).
