You could pull it off with a rule, set one up so that if the TO address
doesn't contain X,Y,Z drop the mail.

Is there a way to have all incoming mail to certain mailboxes blocked EXCEPT
to specified addresses?

Would that be a rule?

I'll see what I can see in the manual, but so far I don't see specific
mailboxes so far.
