I can see how it may be difficult to notify thousands of users. But in
reality even my most challenged users have the sub box retrieval setup.

If they got the first POP account setup it is not a stretch to get the
second one setup also. Ultimately it is your decision what features you tell
your user base about. This could be a great alternative for those users that
find it annoying to have to check web mail or stress your resources by
allowing IMAP.
