Saad Sahib,

Leave aside the people who may come to Pakistan to invest or not, because
they will do there homework before coming here. Think about your business. 

If royalty becomes legal, then it will not be a crime for the state to
collect the money.

Think what will happen if royalty becomes legal by some PCO or ordinance,
and then we will al have to pay 4%, and PTA will start policing us on each
line of the license that we signed.

Old and wise people say that you should think 100 times, before saying any
thing, as once you have said it, you cannot turn back. Think before
venturing into any conflict, specially when you do not have any where to
turn back to.
