The Cellular operators are guaranteed by the PTA/GOP that total number of licenses which can be issued are 4 only. Therefore,PTA can charge Royalty or Fee which ever you name it as this fee will guarantees that the total number of Operators will not be more than 4.
But here we are, EIS/DCNS(DNOP). Licenses issued till date is 145. Here they cannot force us to charge Royalty.
I hope I made clear the facts on grounds.

I just want to tell every one what one of our good friend told us. He
said that the mobile operators have paid a very high amount to GOP in the
terms of royalty. IF the royalty is proved to be illegal in the court,
then the GOP will have to return that amount to the operators.
Do you all sincerely beleive that the government / country who is
desperatly in need of cash will allow a huge amount to be taken from their
pockets ??? A simple PCO or ordinance will be issued and the Telecome Act
will be ammended. Royalty will become legal and we all will be in a very
difficult position then we are now, as then we will have no friends and we
will still have to pay the money.
