470 Ohms is bad.. an ordinary 1N4148 or 1N916 works. ( On Many PICs simply diode from VCC to MCLR and no 10K + 0.1)
If you DO put a 10K & 0.1 aka 100nF, the 10K should have a 2nd 1N916/1N4148 pointing from Cap to VCC.
