I also had this problem and other companies blamed Legacy.  The bottom
line, it was my Virus protection.  If I disconnect the antivirus while I
back up to the cloud, it is supposed to handle the issue.  However, I
didn't feel comfortable doing that.  So I now back up my family files to a
Dropbox folder and I am very happy.   I still do the Legacy backup on my
system, I just can't use the Legacy Cloud.
