I don't agree with you on this! The word 'government' refers to that which 'governs' It can be by individual consent and/or coerced upon 'violators'
GOVERNMENT: is that which has the greatest potential in a given area for enforcing compliance to its aims. That can take the form of: formal state local defense co-op private security company street gang community consensus enterprise board of directors and so on...
