How were roads built before taxes, how were people including the poor educated, how were the sick provided for. Taxes payed for few of these and many roads are built today without taxes ( private roads and community roads), people are educated without taxes and the sick are provided for without taxes. Many early American New England turnpikes were built without taxes, most had tolls but many were not profitable, in fact many ran at a lose because there was often a lot of free riders, they could not charge people who lived on the turnpike and many had ways on getting on the road without paying the gate keeper. Why did the merchants, farmers and town folks build and continue to support a road that loses money?
