Here we go disagreeing with each other again ;-) As Chris pointed out, it depends on the picture. Gradients tend to do poorly in 16-bit color--you get a lot of banding. Many photographs, though, do quite well. Also, pictures with a lot of solid colors, or without large areas of closely-related colors do well. Technically, the human eye can discern fewer than 64,000 colors. The 16-bit palette, though, doubles up a lot in some places, and is deficient in others. So it really does depend on the picture, and the client (though you should certainly guide the client). What's your target machine? Maybe the minimum spec machine can't display 24-bit color at the resolution you want.
