I couldn't agree more. A few projects back we decided to spend some time comparing the dithering capabilities of all the software we could find, and Debab came out on top. We specifically wanted smooth 16-bit gradients, and Debab excelled here. For a poor man's Debab, you could also try the "add 3% noise trick" in PS before saving as 16-bit.
