Unicode can be used for such purposes. The kind of books you are refering
to, should be marked up in rich text. You can then specify the language of
each part of text. The publishing software then renders the text in the
font you have for that language. Please note that we should only talk
about plain text usages.

You can use a more modern font encoding if you want to have CJK variants
of an ideograph in a single font. OpenType provides such mechanisms.
