What I'm referring to is the "Ideographic Rapporteur Group" (IRG),
which is the organisation practically responsible for the encoding of
Han ideographs in 10646 (formally responsible is ISO/IEC JTC1/SC2/WG2,
to which the IRG reports). The IRG consists of official representatives
and experts from all countries where Han ideographs are (or have been)
used officially. Thus there are representatives from Japan, PRC, HKSAR,
Taiwan, Korea (RoK and now also DPRK). It is the IRG that have deviced
the unification rules, and have practially applied them to the encoding of
CJK ideographs in 10646. They still apply those unification rules for
the CJK portion of 10646-2 (FDIS), and will continue to do so for further
amendments to 10646-2 that add still more CJK ideographs.
