I would rather build the moped version of the Ninja and as time goes by I can then upgrade it to the motor cycle version.

Well, I see you've got a couple of choices then. You could find an old moped and convert it or you can buy one of those cheap electric things. A friend of mine had one of those cheap electric things and it was actually pretty nice for the money.
