I would rather build the moped version of the Ninja and as time goes by
I can then upgrade it to the motor cycle version.

So we can't talk you into buying a hydraulic mandrel tube bender, a 
CNC machine, a tig welder, dual PERM 132 motors, some Lithium Ion 
batteries with a Zilla 2k controller, then?

Well, I see you've got a couple of choices then. You could find an 
old moped and convert it or you can buy one of those cheap electric 
things.  A friend of mine had one of those cheap electric things and 
it was actually pretty nice for the money.  Here's one that's sorta 
like what I rode:
