I hope it's uncommon too, however it seems to be at least a couple of cases like yours, the Ubuntu code of conduct states that people involved in the project should step down considerately, however some people don't do it, and there is not easy way to force it. I'd like to see a policy for leaders and contact persons in a way that after certain time the contact person is rotated.
