Oh YES!
 
The issue facing the open source/linux community is FUD.
A really low cost exam would build confidence in the candidate and start the ball to LPI 1.
The candidate could be "interested" in IT and Linux/Open Source.
At the risk of sounding very politically incorrect, this reminds me of a "Candy little girl?"
 
The analogy is bad in some ways (evil intent) but the tempation part applies.
Give the test candidate a small win and get the ball rolling.
