Hi all, This has already had considerable discussion over the past 24 hours, so I'll try and keep it brief.
A few people have suggested partnerships (or is that the more buzzword compliant 'Partnerships'?) between LPI and other organisations. I gather a few people aren't all that keen on any kind of formal arrangement. One possible solution might be to have LPI running the whole thing (as they do now with the admin exams), but to be very active in seeking assistance from members of the community surrounding the project being tested. LPI could (if they like) throw a couple of RFCs out to those communities to see whether or not people would find it valuable and whether or not people would assist in the writing of objectives and questions. LPI could manage the whole thing to make sure that the exams are of the same quality as the admin exams, but wouldn't have to worry as much about the specific technical content.
