Yes, I think the most popular versions of Linux in use depend on what
country you are in actually. I also think it is a must to cover Debian
tools and RedHat/Fedora/CentOS tools or at least where they differ. I
know quite a few admins that setup dpkg/apt even on RPM based
distributions. Not sure why but that is their comfort level. The other
item is what are the other *NIX using for Open Source tool integration,
AIX uses RPM for example. This would give a slightly broader view of the
whole package management question.

The real question in my mind, is how many Business/Enterprise systems
are out there for every OS in use. I would base my choice of which to
include on that as well as how non-proprietary or singletons the tools
are. As well as how many other Operating Systems make use of the package
manager for installing open source tools.
There are a number of Enterprises that are Debian-wielding. And because
of the home consumer popularity of Ubuntu, it's becoming a required
knowledgebase for even Enterprises.
