Cavin, in and of itself, I support SIM card registration. 
It's not different from registering for pretty much any 
service you get from a multitude of institutions today.

My only problem is the complexity with which the process has 
been designed. As it stands now, it's simply too hard to 
implement, and will only serve to make the criminals that 
much more creative, and mom & pop more annoyed.
