Turned out to be low compression, which is needed to get the fuel to ignite. Glow plugs draw at least 10 amps and then drops of slightly as the plug warms up. You could also check and see if you may have a large voltage drop on the individual glow plug wires to make sure you do not have higher than normal resistance in each of the glow plug wires. To much of a voltage drop means the cglow plug will not get full voltage and will not heat up fully as needed!
