I have flaky "internet" service too, for me it looks like something vaguely DNS related. running a debian stable firewall. have several Pc's on the net. using OpenDNS ... the most consistent symptom: Gmail doesn't work in full AJAX. had to back off to HTML. most web stuff works fine, but there are pauses and delays. Some stuff works, some stuff doesn't no idea why.
