I got a copy of this in my email.  It was sent to many former CNIA board
members, Brian Herron, Neva Walker, Bob Cooper of MCDA and a few other
names I didn't recognise.  With permission of the author (Dave Jenson), I

Just to keep everyone up on the latest facts.  I have tried to limit any
rumor or speculation from this e-mail, so you can judge for yourself on the
facts.  I just spoke with John Ruffin and he said they were putting the
finishing touches on the Word and will hand deliver it before Saturday's
meeting.

I received a fax from Joe Horan (NRP) with the specifics of where the $120k
is coming from (as sent to him by John Ruffin (CNIA Exec Dir)).  I have
added the amounts remaining in each line item:

3A3     $32,000 Inspections & Demolition ($150,845 remaining)
3A4     $8,500  Neighborhood Based Marketing ($31,000 remaining)
3B3     $9,000  Redevelopment 32nd Avenue ($9,000, remaining, project done)
3E1     $40,000 Central Master Plan ($40,000 remaining)

Total   $120,000

If you do your math, you will see that the individual items add up to $136k.
I just spoke with John Ruffin (CNIA) and he said the extra $16k allows the
neighborhood to pick and choose.

I also asked John why $120k?  He said that over the past 6 years, the CNIA
yearly budget has averaged $120k of NRP dollars (and the whole operating
budget ranged from 275k to 320k).  In October, the CNIA Board approved a
$201k budget.  This $120k will buy an Exec Dir, 2 Organizers, and 1 PT Admin
for 1 year (April 01 to April 02).

Other facts:
1. CNIA cannot access NRP Phase II dollars until it has a Phase II plan and
has spent 95% of its Phase I dollars.  It has currently only spent 38%.
2. CNIA owes the JF Bell foundation $37,000.
3. The current CNIA Board has already moved $25,000 to General Admin on Nov
10, 2000 from Central Master Plan ($10,000, 3E1), Neighbor to Neighbor
Mediation ($7,500, 1A6), and Fund for Performances, Exhibits, Etc. ($7,500,
1B1).  Plan reallocations up to $25,000 do not need community approval.
This was the 10th plan modification (all under $25k).
4. CNIA had recognized this gap between NRP Phase I and II two years ago and
had lined up private support to bridge (JF Bell, others).  These funders all
walked away at the beginning of this Board's term because of lack of
confidence.  The JF Bell foundation even asked for its money back (see above
item #2).
5. CNIA has just completed (paperwork to Bob Cooper on 27 Feb 01) the
previous year's accounting (June 1999- June 2000) for their MCDA Citizen
Participatory contract.  This contract is worth $16k, and the MCDA and CNIA
have not even drafted a new contract (to be retroactive to start in June
2000).
