You need to know more about what protocols these USR modems support.  If 
both are HST only for 9600 or higher, then you may not be able to do 
better than a 2400 connect to any ISP.  HST was a proprietary USR 
protocol.  If the modems support V.32, than you might be able to get a 
9600 connect, but some ISPs block anything below 14,400 V.32bis and some 
won't allow any connect less than V.34.  You say you did get a 2400 
connect, however, so your ISP doesn't block lower connection rates.
