No it does not. There are options in the BIOS setup for
"monitorless operation", and for checking for the presence of
a monitor. These options may be enabled or disabled as you wish.

If it is possible to set up your computer for "monitorless operation",
and if you have this option enabled, then it should be possible to
boot the machine without a monitor or without a video card. You cannot
expect a person who has no experience with screen readers to know
whether a monitor is necessary for their proper operation. Some
computers can be used like a typewriter with output to a printer instead
of to a display device. In all my years of using computers I even used
to use my Sinclair ZX-81 like a typewriter and without even any output
to a display device. It is theoretically possible to set up a
computer to run an electric typewriter instead of a printer. I haven't
done that. I did set up a computer to operate drafting pens to draw
maps with lines in various colors when I worked at the US Geological
Survey. It is true that a crayon would be too much for my imagination.
That's kid stuff. I don't have as much imagination as a child like you.
