Um, I'm not sure everyone would be content with "and that's the way it would
be", especially since I believe that's contrary to the spirit of IMAP.  And
multiple users sharing a single nmh folder (with unique sequences) has to be
a pretty darn rare situation, so I'm not sure I buy it as a reason for why
you couldn't implement seamless mailbox viewing from host to host with
nmh/IMAP.
