Well, what I meant is that IT people will handle all of it. There won't be a "phone guy" in the traditional sense anymore. Well maybe there will but he'll be an IT guy. I imagine a lot of IT depts handle telecom but when they need work done they hire a phone contractor. I have never worked in an large enterprise setting so I don't really know what goes on there, the IT dept probably has traditional phone guys on staff.
