Is it a problem caused by a growing bureaucracy, the result of adding services, or something else? To address the issue of efficiency, and to avoid making another mistake we must consider a view beyond the traditional Old Building / New Building dilemma to include contemporary options, for example the application of computer networking to obviate some physical space requirements. To not consider some technological solutions would be a grave error. It is not just about so-called bricks and mortar anymore - old or new! |
