The vast majority of what County Government does and what has been added over the years is due to the State Legislature enacting laws requiring that various things be done at the local level.  A County can do nothing that is not specifically allowed or mandated by State Law.

Which begs the question: Why does the County need so much more space than it did, for example, in the Sixties? Is it a problem caused by a growing bureaucracy, the result of adding services, or something else?

To address the issue of efficiency,  and to avoid making another mistake we must consider a view beyond the traditional Old Building / New Building dilemma to include contemporary options, for example the application of computer networking to obviate some physical space requirements. To not consider some technological solutions would be a grave error. It is not just about so-called bricks and mortar anymore - old or new!
