Many times when you reinstall an OS you have to reinstall drivers and some software as well. Just depends on the specific setup.
You're not trying to reformat while IN Windows are you? I hope not. I never had any problems reformatting. I just boot off the XP CD and tell it what to do (reformat C: partition).
