This is my advice:
1) go buy a new modem and sub the old one 2) boot with the WinME startup diskette
(widely available in the Internet) 3) run fdisk from a: 4) delete the partition
you want to reformat (good bye system files....) (it will be seen as a NON DOS
partition) 5)Create it again as whatever it is (not clear if it is main or extended)
6) format it the way you want (fat32, for instance) from the same
boot disk. Check again with fdisk to make sure you have all in place
7) Boot from the XP CD and fresh install XP on that partition,
if you want, re-format it to NTFS before installing (recommended
option).
8) is very likely that WINXP has all the drivers for the
hardware you are using. If something is missing, you can download it
from the Internet pretty easy (I have done it several times without
much trouble, with the exception of an old Compaq modem -no XP drivers
for it, straight to the trash can--- and an Agere-Lucent modem for which
I had to get new XP drivers from the Internet)
----do not mess up with the upgrades unless you really need
each and every one---
have fun

Our friendly PCWorks team was very kind trying to help me figure out about
my dialup, but the bottom line was that I couldn't fix it. In my
frustration, I decided to re-install Windows.

Windows XP won't let you do that. I re-installed a copy of Windows on top of
the old one, in order to fix damaged files, and I did a massive Windows
Update.

My dialup connection was just as bad as before, but the re-installation did
remove my sound, USB, and graphics drivers. The system refused to recognize
the drivers on my motherboard CD. That CD had worked in the past.

I tried to format Drive C: (I have several NTFS partitions; Windows is on
Drive C:)

However, Windows won't let me format a drive with system files.

I tried to use Format in the Recovery Console. However, it asked for my
password. I don't have a password. After trying three passwords, it
restarted the computer.

How can I bypass the password question in Recovery Console and format Drive
C:?
