I'd predict that progressive reforms will become more likely only as a way to deal with having large numbers of people in the streets protesting the war, as with Nixon's creation of OSHA and the EPA in response to the anti-war movement back then. For example, the current "health-care reform" is slowly being ground down to nothing by the insurance companies and other opponents.
