They are dictionary writers!  As Massoud said himself, he has
been the single source of all the data.  I already knew this as
all of these websites and applications offering English-Persian
dictionary contain the very very same encoding of the same data.

They sell their data in digital media too.  You can find that in
Enghelab street.  They offer some auto-translator with it too for
a bit more money.
