my sentiments exactly (it's not an open relay, it just allows our static
ip to send mail without authentication), but that's what powermail is
failing to do properly.  I assume my username and password settings are
correct as they are the same as the ones I use to pickup my mail from the
same server.

I don't think powermail is sending a 'MECH=PLAIN' when authenticating. 
The error I got in the mail log on the server is:

NOQUEUE: [81.5.187.51] did not issue MAIL/EXPN/VRFY/ETRN during
connection to MTA

yep, that's what I'm doing to setup my authentication. I think it must be
a issue with powermail because other machines in the office are happily
sending mail and authenticating with mail/entourage on OS X.

yea I tried that,  I fixed it though by deleting all the 'waiting'
messages from the outbox and sending them from fresh.  Strange that I
couldn't do this until I cleared out the waiting messages.
