I am joining late, but have a few thoughts, nothing more.
Have you repaired permissions? When you upgraded did you repair permissions before the upgrade and immediately after?
Why do I ask these questions? Well, from what I have read and my own experience having upgraded MacOS X several times and am also on 10.3.2, the repairing of permissions before and after does seem to have a beneficial effect. I can personally say that I have experienced fewer problems than are reported adopting this regime. It appears to be a similar procedure to rebuilding the desktop files in earlier versions of the MacOS.
You might also try removing all the items relating to VueScan, and re-installing in case there is some form of leftover. A further thought is to check on the Adaptec web pages to see whether anyone else is experiencing similar symptoms.
