This is true if normal net labels are used to establish power. However, 
power ports and hidden pins establish global connectivity. If one wants 
separate grounds, for example, distinct names or net labels must be used 
instead of hidden pins or power ports.

Protel should establish local renaming of hidden pin nets. Tango Schematic, 
like OrCAD, has this capability. Orcad does it, sometimes, in a rather 
obscure and uncontrolled way, but it is not necessary to repeat mistakes 
while imitating what is good.
