I just had this very similar problem ("see results of performance problems"
in archives). It was taking me 8 seconds to move an 0805 reference
designator. The solution was to re-install Protel and let it override all
the *.ini files. I tried so many things prior to this that also helped, but
this seemed to be the main thing.
Other steps to make this process quicker were :
Run scandisk and defrag
DRC rules off - Even though you turn DRC off it seems to matter what rules
are ticked. I saw a huge improvement when I "un-ticked"off certain rules
even when I had my Online DRC off. Certain rules like matched lengths seem
to slow down things. Also, if there are signals that are routed with arcs,
they tend to slow things up.
