This is exactly the behavior of the 99SE and Advanced Route 3.1.  It sounds
like Situs is nothing new except in name.

The way to prevent this from happening (at least in 99SE) is to uncheck the
"fan out SMD pads" routing pass.

I haven't tried DXP yet, and don't plan to.
