Sorry, you're right. I have been trying to move them by selecting the part and then trying to move the desginator when it appears. When I selected the appropriate silkscreen layer, they moved fine.

Whether or not it works right by turning off the rule at least it won't slow way down by doing a drc every time you touch a room.
