Sorry, you're right. I have been trying to move them by selecting the part and then trying to move the desginator when it appears. When I selected the appropriate silkscreen layer, they moved fine.

Whether or not it works right by turning off the rule at least it won't slow way down by doing a drc every time you touch a room. I seem to remember have great difficulty with rooms till I found to turn the room rules off before doing any editing on them. #2 are you sure you're trying to move the real Ref Des on Silkscreen Layer?
